1942年3月19日傍晚， 一架载有笃信者的盟军飞机飞抵仰光机场，降落之时发现机场已被日军占领，奋起复飞，不料第二天最高当局却收到了飞机被击落的AAAA级电报，引起了当局极大恐慌，笃信者此次的使命是向中国战区最高当局送达一份绝密的行动方案及联络密码，当局命令军事情报部门不惜一切代价，查到失踪飞机和笃信者的下落。笃信者此次携带的便是行动的全部计划、与太平洋上的航母编队以及与执行轰炸任务的轰炸机编队的联系密码， 一旦这份文件落入日军手中，不但轰炸东京计划将失败，还会使得整个护送舰队沦为日军嘴里的待宰羔羊！笃信者受伤跳伞，降落到了日军海军第六航空基地驻守的三灶岛，被当地岛民营救并藏匿。
