上世纪九十年代，青海高原上的拉曲县高度依赖农牧业，其周边的无人区博拉木拉富含矿产和野生动物资源，大量的盗猎盗采分子为牟取暴利滥采滥杀。拉曲县副县长多杰在县长林培生的支持下成立了巡山队，起初是为脱贫在无人区探矿，眼见藏羚羊被屠杀的惨状后，多杰将一切都倾注在环保上。而巡山队里的青年女警白菊成了多杰命定的变数，她是援藏医生张勤勤收养的遗孤，是白家敢闯敢拼的小女儿。枪法过人的白菊与巡山队队员们成了莫逆之交，与报社记者邵云飞相爱，众志成城以建立自然保护区，却在功成前夕经历了领袖多杰的失踪和巡山队的解散。十多年过去，博拉木拉重获宁静，煤矿盗采问题却让开发和环保的天平再次失衡，白菊与昔日爱人、旧友和手足家人重聚首，在新时代的环保路上一并追查着多杰失踪的真相，最终还英雄以清名，继续守护着青藏高原的绿水蓝天。
